Lol, Imo state University Teaching Hospital is not located in Owerri, the Imo state capital, so don't mention it before those people/person Abagworo/amaco1 that you are arguing with.

Any state project in Imo state not located in the state capital is not allowed to thrive, it is a tradition in Imo state; such projects are not allowed even by the present state governor.
Okorocha seems to have sworn that no MEANINGFUL development project from his govt must step outside the state capital. Rochas is building Owerri mega city from Imo state and 27 local govt allocations; allocations meant for development of Imo state's 27 lgas.
