Let no one disturb you too much... These days there isn't any difference btw the two. At least, I have always done both. Although, I understand why everyone wants to differentiate between the two. I think a developers needs to know how to "at least" modified or tweak with a designers work...
It might not be vice versa with a designer.

It saves more when you have a developer with the skills to design, and the same time to start and finish a job.

This depends on how technical your project is. If it basically only has to do with HTML, CSS and Javascript, a web designer will do but if you need someone to build something more complex with stuff like database interaction and increased functionality, you need a web developer.

How far the project na? I no mind o lol

Web Developers are poor Designer and Designers are poor Developers. But a developer can easily modify the work of a Designer, but Designers kinda find it difficult modifying the work of Developers.
