By urbanization what you should have meant is rural urban pipulation balance and change from rural to urban as a result of population growth. An already urbanized city can only expand not urbanize.
The most urbanized State in Nigeria is Lagos followed by Anambra and then Imo. They are then followed by mid range States like Abia, Rivers, Akwa Ibom, Osun etc.
If your intention was city expansion then you have Lagos, Ibadan, Abuja, Port Harcourt, Aba, Benin, Kano and Kaduna. Since 10 years I've been following google earth Aba has witnessed the highest level of growth in landmass.
I have to agree with you. While people in the East were still running around with grass skirts and bows, Ibadan was conquering cities and "urbanizing". Because of that, it still holds tight to its ancient charm. However, when we speak of development, Ibadan comes close to Lagos, Akwa-Ibom, Kano and Cross River.
Please remove Aba from the list.
One thing I respect about Oyo is its size. All Southeast states can fit into Oyo state. It requires more sources and money to develop, yet it's competing with the states you mentioned. Oyo needs to wake up. It has a population that should be generating at least half of what Lagos generates.
