Funny, mathematically there is no way only three 9s and a minus sign can combine to produce "1" without the use of another variable, and operator.

Initially I thought of 1000-999. But that still involves another number and the "9s" are not separate. But let's wait and see if anyone will be able to Crack it.

You're right, that's why I modified my post earlier which therefore means the only flaw in your earlier solution is the operator, + and the integer, 8.
Anywho, we remain fingers-crossed while we wait for who can crack this JSS 1 puzzle.

I don't think we can use three nines and a minus to represent a one, if we were to use division my answer would have been (9/9)₉.

Maybe you should review the question or could it be that the textbook made a mistake.

He still made use of another operator apart from (-) he also used the power operator. (^). It's the same as 9^(9-9) simply because the operator is not shown during written calculations doesn't make it absent.

If you are writing computer programs or performing calculations electronically then you will know that you can't ignore the sign.
What he used is a superscript notation, which in written calculations means power.
