That money was wasted by governors who demanded that they receive their 'share'.

Those same governors then failed to paid the salaries of their staff.

27 states remain insolvent - is that GEJ's fault? Why can Anambro pay salaries when Katsina cannot?

The useless governors used the instruments of a democratic nation to sue for the money. They used the courts.
