Apkajo is in Eleme local government not PH, though close, no wonder you guys have bad roads, they are LGA projects not state, now Eleme has the areas that looks like abroad...mostly, the part where refineries and oil companies are located, have been there like twice, it should be 30-45 minutes drive from PH without traffic.
