Policemen don't have any right whatsoever to ask for your duty papers, if it's true that they searched your car and wanted to arrest you for having Cotonou papers in it, they just wanted to scam you and that's why I find it so hard to believe. I've been driving vehicles from Cotonou for years even without plates and as long as I show them my valid driver's license, they always leave me alone.

You have no idea the state of things today. Exchange rate as at today is N630 to 1,000 CFA. So, what you have there is over double the price you quoted!.

I inspected some cars in Cotonou 3 weeks ago and only realized that the one we liked the most had its mileage reduced from 258,000 miles to 125,000 miles. Thank God we went back to Seme border to get network to run the VIN checks.

2) Relatively high import duty for cheaper cars: There is a myth that all cars from Cotonou are cheaper than cars which are cleared via
Lagos ports. This is actually false especially in the case of cars that are relatively old. e.g a 2003 Toyota Camry is usually cheaper if imported through Apapa sea ports as against routing it through Cotonou because you would pay double duty to two separate Governments in the latter.

3) Nigeria Customs’ palava: Customs’ issue is the king of all the challenges you can face when bringing your car into Nigeria from Cotonou. The issues ranges from vehicle seizure to exploitation. I do not hope for my enemy to
experience this as those Custom guys are not smiling no matter who you are or who you know. They even seize vehicles that belong to their fellow custom officials as well as that of top military officials. The simplest way to save your
car from being seized is by using a reliable and trustworthy agent and ensuring your car is taken into the Nigerian Customs’ compound at the border for proper duty assessment and payment.

Sorry to ask guys, who keeps records of a car's mileage.? Is there some component in the car that records the distance it has covered in it's lifetime? And how is it possible that you can access that information on the internet?

Using USA as an example, vehicles are inspected on yearly bases before they are allowed on the road. It is called motor vehicle inspection. Accredited private mechanic workshops are connected to database of the State Registry of Motor Vehicle, so that information from your vehicle could be captured and stored in those database. Therefore every year, when you take you vehicle in for inspection, the mileage is read and store in this database.

Because there are laws that allow access to information classified as public information, some company go into the business of getting this information (your car millage ) from those database where they are stored. They do so by using the unique number called VIN which is specific for every vehicle to see its corresponding millage and other information about the car such as accident history. These they sell to you for a fee. Google Carfax.

What do "smart dealers" do? Take for instance, they buy a car that was used for livery or taxi which was inspected in January and mileage read 110k as at that time of inspection. If this car was used through out the year for long commutes and got additional mileage of say 80k. So it has 110 + 80 = 190mileage. The smart dealer then would first look up the mileage which obviously would still be 110k on record. He then rolls the odometer reading back to 115 to make it look like its a low mileage vehicle. This is the case of most used vehicle sold in African markets. The actual low mileage ones are hardly exported and not cheap either.

It means that at 4.3m cefa, the car is N2.7m (asking price) + N480,000 ( Nigerian custom duty)....


Why didn't you pay duty for the car and you're also part of the problems agents have, you made it seem that it was just because they saw papers from Cotonou, you didnt tell us about the smuggling part.

The 17 digit car VIN is required to carryout this check. The VIN is located at the lower part/driver's side of the car's windshield and on the B-pillar on the drivers side.

Some agent are ready to sugarcoat their tongue so you can part away with your money. Don't get your hands burnt.

You could get a car of same spec & model from USA at a lesser rate instead of heading towards cotonou.

Spot on @OP especially point 1 of the advantages. The dealers are not desperate to sale. They just tell u their price and walk away, no coarsing, preaching or overzealous nature of the Nigerian sellers.

However, they are usually dishonest about the state of the cars. Hence, it''s absolutely imperative to run a vehicle history report (VHR ) prior to making payment for any car.

Paying for Nigeria Custom Duty is a simple process but the NCS in conivance with agents have made it to appear a difficult process in order to extort buyers.

Once buyers can get valuation and walk into any bank and make payment themselves, the myth and difficulties associated with duty payment would have been debunked.

For those of you that think payment of custom duty is a smooth ride in any country without agents as brokers, shown below are the excos from the national body of the association of Nigerian licensed customs agents addressing agents on TUESDAY about the ongoing strike at seme border by agents.

The national president, ALHAJI SHITTU is sitted third from the left, while Mr Fanu (Nybo),the chairman of ANLCA seme border is standing.

Part of what was discussed is as follows :-

1. Central database and data exchange between Benin customs/agents and Nigerian customs/agents. Agents have been fighting for a central database for years but custom officers and ministry of finance have turned deaf ears to our pleas. The central database will prevent corruption and smuggling, if a car is bought from/shipped through cotonou,a notification comes on at the Nigerian end and the car is expected at the border,while the agent in charge is also informed, if the CAR is smuggled into Nigeria, the FRSC and NPF can be informed and the car and it's owner will be arrested at the point of registration,the officers and agents involved in smuggling can then be traced.

2. Reduction of import tariff so that importers can be encouraged.

3. Reduction of custom checkpoints on our highways to prevent extortion of agents and importers.

4. The enforcement of a "one Direct trader input unit ( DTI),one agency rule",which also take care of false declarations,fake duty papers and smuggling.

5. Arrest of custom officers caught running entries and agents caught conniving with them.

6. The data capture of every licensed customs agent and the strict compliance to the rule. Also the national president talked about re-training of all agents.

The national president in the person of Alhaji SHITTU is currently in Kano to meet the C.G of customs for a parley while the minister of finance has summoned the area controller of seme border, the deputy controllers of vehicle seat and valuation to advice her on the next step to take on the tariff.

So don't just think that agents are just sitting down to make money,they are actually the persons calling customs to order. There might be bad eggs amongst us but for every corrupt agent,we also have two or three corrupt importers. Agents like many other professional bodies are trained in what they do,can you walk into a clinic and start prescribing drugs for yourself or can you walk into a tax office and start auditing, if you're not trained as an auditor

If an agent charges you N800,000 for a job, they'll rather handover to an agent that claims he/she can do it for N400,000.

If any importer falls into these category,he/she can approach a licensed AGENT to raise what is called a DEBIT NOTE (D.N). A debit note is raised with the importers consent,its raised between the C. A. C,post clearance unit and the valuations units.

The D. N is used to cover-up for the balance of what was supposed to be paid as duty initially and believe me, a DN will save you from embarrassment when custom officers stop you on the highway.

Please note that before a DN can be raised, your papers must be original and the original year of declaration must be known, also the cheapest you can process a DN is N170,000 but please note that it's also subject to the model of the vehicle you're declaring.
