No he can't. A brother in-law does not qualify for family class sponsorship.

http://www.cic.gc.ca/english/immigrate/sponsor/relatives-apply-who.asp

He can try express entry or temporary resident visas but he has to qualify for it.

Ok. Thanks

Lol. You sound like online application is a taboo. If only you knew the number of people that have done paper application since May 2016.

I really don't place much emphasis on Nairaland statistics because it is definitely not a true representation of CIC statistics. Not everyone comes here to write about their TRV process.

You don't need to fill a common law union form if you are not in a common law relationship

I assume you are applying for a visitor visa. Below is the link to the CIC guide to apply for a visitor visa.

http://www.cic.gc.ca/english/information/applications/guides/5256ETOC.asp

Online applicants completed the questionnaire that generated the required forms for us to to fill and upload. As a paper applicant, please thoroughly review the guide and print out Document Checklist (IMM 5484).

TIPS:

1) When you hover around an area in some of the forms, hints pop up on how to complete it.

2) Take note of "if applicable" forms and consult the guide for further clarification.

3) Answer all sections. If a section does not apply to you then answer NA or Not Applicable.

Hahaha. Am currently 117 days which is just 2 days shy of the current processing time of 115 days. The increase in processing times is a major sign that applications are being processed very slowly. Online applications maybe.

It's well. I used to know one philipino lady there back in the days, before the CIC sub-contracted the visa processing to VFS. She was slower than a snail, lol. She once made me forget my birth certificate on her desk after my appointment. I had to go back to them after I don reach my house finish. E get another red-haired guy there. He's worse than a Chimney in smoking. I know they replace those guys with time, just kidding... I think the delay could also be caused by the home office. You'll soon hear from them. Keep praying!

The forms are the same. Please use the guide and the checklist. You can later create an account online to link your paper application.

CIC glossary definition of Common-Law: A person who has been living with another person in a conjugal relationship for at least one year. The term refers to opposite-sex and same-sex relationships.
http://www.cic.gc.ca/english/helpcentre/glossary.asp

Please note that not everyone who cohabits is in a common-law relationship. It occurs with willful acceptance of the status by both parties. For example; Mr A and Ms B live together. Mr A tells everyone including Ms B that she is his wife. If Ms B accepts this then it's a common-law union. If Ms B objects and says Mr A has not paid her dowry or done court wedding, then it's only Cohabitation.

Please also note that CIC requires proof of common-law union.
