The local refineries can never be maintained by government because what is for everybody ultimately becomes for nobody in Nigeria.

Government never had any duty running those refineries as is global best practice.

However, in the interim to mitigate scarcity and the likes, the refineries would still be held by government until Dangote say, kicks off with his and so the other refineries would be sold.
