There is no problem in that the government did, it was stated that the fund is from zakkat(donation) and not public fund.

Zakkat donation in deed. What these orphans need is empowerment not meat.

Instead of that useless cows in which each may get maybe 2 pieces of meat and hunger continues, that N12 million can empower about 20 to 25 orphans and eliminate abject poverty for life for them and probably their Generation unborn. If this is done yearly instead of useless sallah cows and rams, it will go a long way to eliminate poverty in the state. These Abok1s think through their nose.
