I have a blog www.dailyschoolgist..com and I've successfully changed it to Topics Only, but the main problem now is that I don't know how to add this symbol » « to all my post titles.

Example is this:

Instead of
Girl Graduates With First Class After Surviving A Horrific Accident (Pics)

Try adding these where you want the symbols to appear. They are known as HTML character entities.

You will have to figure that out by yourself, somehow or hope that some user helps you out. Like I said earlier, I don't use blogger. Haven't used it in a long while. Pure HTML5, CSS3, PHP and JAVASCRIPT are my tools now.
