You are right but some people just launder the entire money to other countries. Buratai for example invested his in Dubai. Had he invested the 4.5 million Dollars in Nigeria it would have saved us the foreign exchange. My view about this whole thing is Presidential pardon for those found to have invested 80% of their loots in Nigeria and life imprisonment for those that took theirs abroad.
