They don't need to retro actively charge him with law that didn't exist. He can appeal so he can get thrown in jail on the correct charges.

He did break other laws anyway. Stealing is already illegal, destruction of property illegal and trespassing on other people land is illegal. Thsee are all crimal offenses. Is it because he's a herder he gets to break laws. WhIle his cows eat crops I guess he should eat food in the farmers fridge aswell.
