Although education is free in Germany, you'll need to deposit 8700 Euros in a blocked account in Germany or a proof of sponsorship from someone living in Germany. Anything apart from these two options, ko le werk. . . (with the exception of scholarship)

Do you mean someone seeking asylum at a refugee camp in Germany or someone who is currently on 3 months schengen visa?
Either ways, the latter cannot convert his tourist visa into a students visa. He/She may only go back to his country to reapply for a student's visa. For asylum seekers who have been granted refugee status the application process is simpler, they may apply directly while stating their status.
