Well let me educate you when armed robbers are taken to the police station, they spend a few days in the cell and before you know it they are released as long as they can pay for their freedom. Their next act will be to visit those that caught them and believe me its always bloody. So to prevent a 2nd visit we started jungle justice.

I like your observation, you see these robbers have the police on speed dial, when 1 is caught the other calls police with information about the area, the next thing you see is police coming to the rescue of these robbers. Or in other cases the police are the armourers to these criminals so they know about what is about to happen before it happens.
