ur just on point bro. Those offers are just scam tactice, it so unfortunate some will still fall for it. Which web designer in his right senses would do a pay after service job for an online client, knowing fully well the time and effort it take to deliver an excellent job. And yet somone will want to design a site for a cost less than monthly data subscription. The result is obvious

I think I replied him why those site are offline. Some people just want to check if it real, they place orders and won't pay after design, e.g www.cockcrowatdawn.com www.patayaki.com (I may soon delete this sites or sale them or convert them to autoblogs). If I delete it, I loose the money for the domain name and maybe my time, this is a growing problem for me, but one good job, covers them.
godaddy or 1and1 offer domains for 99 cent, are they scam, sometimes clients need more and I give them the price, the normal price.

10k for a website is the basic price, if you need more, you pay more, it's as simple as that.
You can ask those I've designed for how our transaction went, or order one for yourself, it's pay after service after all.
