Tank 3. i doubt if water will be able to go into tank 4 because the velocity of the water is low and won't be sufficient to pull it up the pipe. since tank 3 won't be supplying water to 4, it will get full first.

Tank 3 will be first, followed by two then one. Water will not enter tank 4 because of gravity and the configuration of the pipe from 3.

Head of Water. Tank 3 first it will then fill thank 4. However if both tanks are not close tank 2 and 1 will never fill up.

Tank 3&4 will be filled at the same time!
# Reason Same height, same level #

Lemme tell you how it will work, Tank 3 will be filled up to the level where tank 4 will start to be filled.
Now tank3 will remain at that level till tank 4 equilibrates....When both tanks are at same level, as more water is poured, it's move up together in both tanks and they'll be filled at the same time.

?? Don't assume! The only parameter to use there's Height (Pressure) Any other assumption such as flow rate, viscosity should he neglected.
