Ms Francesca Emmanuel was the first Female Federal Permanent Secretary in Nigeria, however the First Female to hold the post of Permanent Secretary in Nigeria is Chief Mrs Folayegbe Mosunmola Akintunde-Ighodalo. She was made Permanent Secretary in defunct Western State of Nigeria I968. Ms Emmanuel became the First Female Federal Permanent Secretary in the 1970s if I'm not mistaken
