Which ground do they have, after they have discovered their folly of relying on false/doctored information without giving the accused their fundamental right to fair hearing, in order to defend themselves on the allegations levied against them - a basic human right entitled to every person.
Now that there is reason to believe the allegations were false, you can see how they are suddenly in U-turn trying to do damage control.

Irrespective of who prepared the report, they erred by not presenting the allegations to the accused and giving them the opportunity to defend themselves before reaching their conclusion - it is a fundamental mistake on their part.
