And where is the fire service? Has corruption allow them to function and effectively? Or do we just do things anyhow so almost all things in our country is left in disarray. In this small European country where l am, there is smoke and fire sensor in each house so if there is smoke in the house of a person who is not in the house, the sensor will start to make noise and the noise will increase more and more and the neighbours will call the fire fighters and before you open your eyes the fire fighters will descend on the fire.

He must have taken the picture from the top of OPIC plaza.I think the plaza is about seven storeys tall.
