Bi-courtney had that concession for how many years (right from the days of Obasanjo) and did not, i repeat did not do even a hundred metres of work on that road. Jonathan came, saw the importance of that road to Nigeria's economy, revoked the contract from Bi-courtney, broke the whole Road into sections and awarded them to Julius Berger and RCC-the current contractors handling the project. If he didn't take that step, Lagos -Ibadan express way would have still been there, a project in conception for ages to come

Dear Mr. Wale Babalakin, the road was left in your care for from Obasanjo's regime to Yar'Adua's regime and from Yar'Adua's regime to Jonathan's regime, yet you could not tare a small 100 metres. Now, the road has been taken away from you fool and the people's general working with the workaholic minister BRF have made the road worthy. You now want to take the road back through the back door.

Now listen, if you use any mago-mago to steal the road back, whereever you may be, I will get you, even if you hide in the soldiers' barrack, I will get you out, bring you to the market square and Nigerians will give you the Arab or the Chinese treatment.

The contract wasn't awarded by Obasanjo; he had left govt before 2009. I'm not a fan of the Babalakin guy, but think about it, why would he refuse to repair "even a hundred metres of the road" for four years, and for no reason. He practically had to source for greater percentage of funding, since it was a PPP, and most Nigerian financial houses were willing to yield. The truth is almost everything in this country has a political undertone to it but if i may express my humble opinion, to me babalakin was not performing. Go see the MM2 terminal extension in lagos that was awarded to them, same story of non performance. Don't know if they have settled the law suit on that when they tried to kick him out

Public private partnership is still the best solution to infrastructural deficit anywhere in the world
Construct the road,install toll gate,collect your money then remove your toll gate after few years
That is how its done in the developed countries,i actually dont know what is wrong with Nigerians
The issue with Bi-courtney saga for me is, how could a company or consortium or SPV led by an investor with no antecedent in the project of that nature, no veritable capacity to source for the needed investment capital be, win the project?

Lagos state govt gave the Lekki expressway project to a consortium as well and were smart enough to them out when the consortium could not raise the targeted funds and wanted to resort to using additional tolls as the source of raising capital. We should learn from some of these cases

Jonathan made a move that turned out to be largely uninformed and largely counter productive. How can you unilaterally cancel a binding contract? Bi-courtney went to court to enforce the terms of the contract and the project was stalled for another 2yrs, till Fashola with the help of Osinbajo got parties to settle out of court

Thing is Babalakin as a smart layer, gets govt to sign tightly worded contracts, to the extent that you can hardly get him out without seriously sweating and settling him. Previous govt blundered on the terms of contract they signed with him....... MM@ has hardly grown.

Their hero failed to complete major projects he inherited, including those that would have benefited his immediate constituencies such as East West road, and Bayelsa infrastructures.

He couldn't even do anything meaningful with the 2nd Niger Bridge despite using it to deceive the gullible Liepods and Biafrats, yet they're ready to die for him.

When previous govt put patronage over professionalism you get things like this. In fairness Babalakin only needed to do so when on his first few projects and he would have built a reputation for himself, but I think these people had little background on running organisation of the magnitude of jobs at their disposal. Then you can understand how they run short.

The management of Bi-courtney Nigeria Limited has asked the Minister for Power, Works and Housing, Mr. Babatunde Fashola, to return its concession to the Lagos-Ibadan Expressway, which was revoked by the previous administration.

A statement on Monday by the company said it felt vindicated by Fashola’s comment on a national television station on Monday that government’s failure to honour contracts impacted negatively on infrastructural development.

The company after commending Fashola for the sincerity, urged him to take the next right step by returning its rights.

The statement read, “Mr. Fashola was responding to questions on whether the government is still open to concessions and public private partnership as a way of bridging the gap between the infrastructure deficit in the country and government funding, which is inadequate and also if he will be revisiting the power privatisation programme. The minister also said the way successive governments jettisoned contracts had done a great disservice to Nigeria.

“Bi-courtney, which is a pioneer infrastructure company in Nigeria was awarded a build, operate and transfer contract to build the Lagos-Ibadan Expressway, but the contract was cancelled by the President Goodluck Jonathan-led administration.

“The company has insisted that the cancellation is illegal and that the Federal Government and the Minister of Works, Power and Housing, need to respect the law and allow Bi-courtney complete its contract.

“The spokesman for Bi-courtney, Mr Akeem Alaaya, says he hopes the minister will take the next logical step and hand back the Lagos-Ibadan Expressway to Bi-courtney, whose concession was illegally revoked. The money the government is now expending on the road, he added, can be used on projects that can attract private sector funds.”

The legal advisor to Bi-courtney, Mr. Tola Oshobi, according to the statement, said the infrastructural development of Nigeria had been slowed down tremendously by government’s inability to understand that it was only through public private partnerships that the country would get the rapid development it deserved.

Sorry sir, your company did not perform at all on that road, which is why it was revoked, you had the contracts for years but did nothing! Berger and Rcc got the contract and has since, been working. I for one, i will never be in support of its revocation. meanwhile, if at all they revoke it, will you refund all money spent? what will you expect from RCC and Berger??

Most of us heaved a deep sigh of relief when the contract was annulled by GEJ in 2012. It was obvious from the get go that bicourtney was playing politics with the road after they were awarded the contract mid 2009.

And for these same idiots who could not source the needed funds to build the respective sections of the road to have the effrontery to come to the press and say all these wash says much about how they take gullible and forgetful Nigerians.

Painful as it is, it still government's way of doing things up till now. Award contracts to fronts that can give kick backs and not to professionals. At the end we all get to stuff for it. Just a few people holding a whole country to randsom. It's well

very true, Jonathan awarded the road to the two companies, RCC and Julius Berger but they did nothing until January 2015 when the campaign to be elected was getting hot and hotter
