How do you legalize illegality? By reorganizing them through bill passage. Restructure them by law and stop petroleum product importation, Apply Capital oil's strategy and we are good to go.

You are speaking " English". Which leader in his right senses will legalise refining by handing over license to illegal refiners? You think just putting crude oil on makeshift fire-stoves is refining? The "Refining" methods and toxic fuels they produce, you think it is safe?
