Can't you see him handling America with entrepreneurial Knowledge and Skills to a superior height? He doesn't want to work with unskilled Judiciary and he is keeping The Legislature on its toes. That's a President who is sincerely carrying his people with knowledge and Understanding somewhere different from a gloomy cattle land.
