What about the residents who already have these skills .... and experience? Many are jobless... many are working outside of their skill and many don't have access to capital to create employment. There is no shortage of coders. Why add a million more? What is the cost of this project?...the money can be better spent in other areas of education.

I have worked for about three large financial services firm, and its well known that Programmers usually dont stay long, cos there is always someone out there willing to pay more for their skills. More so, with online communities like GitHub and Fiverr, the marketplace is global for Programmers who don't mind free-lancing.With the current exchange rate, getting a freelance assignment that doesn't require much to execute for say $500 is good pay.
