On the FG's claim that Ekiti didn't meet up with the requirements, Premium Times wrote:

The Ekiti government described the explanation as an afterthought meant to mislead the public.

The Special Assistant to the Governor on Public Communications and New Media, Lere Olayinka, said the state signed up for N14.4 billion and had received funds monthly in the last seven months from the ministry of finance.

“So when did they realise that Ekiti State did not meet the conditions? Mr. Olayinka asked. “Or did they send the allocations in the last seven months in error?”

He also argued that there was no warning letter or notification from the ministry of finance before the governor raised the alarm, else there would have been no need for the governor to write a letter to the ministry demanding explanations on the non-release of the funds.

“If they sent any letter, maybe they sent it today, because the governor was there yesterday and before then no one knew the reasons why the funds were not released,” Mr. Olayinka said.

“As I am talking to you, we have not received any letter from the ministry, if they sent any letter, maybe they sent it today. This explanation is an afterthought.”

Mr. Olayinka also said he was aware that the funds was earlier sent to the Central Bank of Nigeria along those of other states, but was later recalled and the name of Ekiti State removed from the list of 35 states.

lere should first of all make it clear whether the funds are the statutory monthly allocations or the budget support facility. They have succeeded in confusing and deceived their fanatic admirers and followers that Govt had seized their federal monthly allocation.

I just hope lere and his boss will not continue to play politics while Ekiti people are dying of hunger due to non payment of salaries.

AN APPEAL FOR THE PAYMENT OF GRATUITY
I respectfully write to notify your good office that since December 14th 2014, we had the approval to collect the gratuity of our late mother who before she died contributed immensely to the development of the state as the Head Teacher in Igbara-odo ekiti, the fund has not been paid.
Your Excellency Sir, has the father of all in this fountain of knowledge, I am just appealing to your able, capable and good office to look at we your children in this area of pension and gratuity to dry these endless cry from our eyes. We cannot start to explain one after the other what we have passed through, passing through and what we will pass through if our request is not favourably and urgently considered.
Your Excellency Sir, we have a future that is tending towards a hopeless, futureless and jeopardize state. Please Sir, you can restore it to us.
Your Excellency Sir, we are at the end of the tunnel yet no light, you are the only one that can light this path; hence our appeal.
Your Excellency Sir, you are the Moses of our time and we want you to take us out of our Egypt to the promise land, we need a smile on our face.
Pension and Gratuity is what we need.
Long live Ekiti state!

1. Publish audited annual financial statements within 9 months of financial year end.
2. Introduction and compliance with the International Public Sector Accounting Standards (IPSAS).
Publish State budget online annually.
3. Publish budget implementation performance report online quarterly.
4. Develop standard IPSAS compliant software to be offered to States for use by State and Local Governments.
5. Set realistic and achievable targets to improve independently generated revenue (from all revenue generating activities of the State in addition to tax collections) and ratio of capital to recurrent expenditure.
6. Implementation of targets Implement a centralized Treasury Single Account (TSA) in each State.
7. Quarterly financial reconciliation meetings between Federal and State Governments to cover VAT, PAYE remittances, refunds on Government projects, Paris Club and other accounts.
8. Share the database of companies within each State with the Federal Inland Revenue Service (FIRS). The objective is to improve VAT and PAYE collection.
9. Introduce a system to allow for the immediate issue of VAT / WHT certificates on payment of invoices.
10. Review all revenue related laws and update of obsolete rates / tariffs.
Set limits on personnel expenditure as a share of total budgeted expenditure.
11. Biometric capture of all States’ Civil Servants will be carried out to eliminate payroll fraud.
12. Establishment of Efficiency Unit.
Federal Government online price guide to be made available for use by States.
13. Introduce a system of Continuous Audit (internal audit).
14. Create a fixed asset and liability register.
15. Consider privatization or concession of suitable State owned enterprises to improve efficiency and management.
16. Establish a Capital Development Fund to ring-fence capital receipts and adopt accounting policies to ensure that capital receipts are strictly applied to capital projects.
17. Domestication of the Fiscal Responsibility Act (FRA).
18. Attainment and maintenance of a credit rating by each State of the Federation.
19. Federal Government to encourage States to access funds from the capital markets for bankable projects through issuance of fast- track Municipal bond guidelines to support smaller issuances and shorter tenures.
20. Full compliance with the FRA and reporting obligations, including;
21. No commercial bank loans to be undertaken by States;
22. Routine submission of updated debt profile report to the DM

This is a straightforward matter that requires a yes-or-no answer. Messrs Olayinka & Fayose, has Ekiti State complied with the fulfilment of these requirements for the loan or not? Nigerians, and especially Ekiti people are not interested in Dogo Turanci. You now have the floor.

Remember you asked and answered your questions by yourself. You seem to be smarter than Fayose, let the governor ask the relevant questions through the relevant means. In addition, you are not his spoke person, he hasn't pointed out any state that failed to meet the stated requirements and yet received the fund or rather has he shown any letter he has written to complain the FG's failure to pay his state. And please provide a source that says 34 states are yet to meet the requirement.
