HungerBAD:
At a time when knowledge acquisition in other climes is getting increasingly sophisticated, the same cannot be said to be the case in most parts of the country.

While the much-touted leaders of tomorrow in some states attend classes in ad-hoc environments including under trees, unsafe environment and sundry locations, Lagos State, many say should never be found in the company of such needy states.

But that is not the case. As a matter of fact, students in some schools in the state are taught while sitting on bare floors, while classrooms in some schools across the state are without roof, sundry fittings and devoid of requisite learning aides

Oshodi Nursery and Primary School, Oshodi, which has been in deplorable condition for a very long time is a classic example of this sad story.Located only a few kilometres away from Bolade Bus Stop, along Oshodi/Agege Motor Road, the school, which has up to four buildings within the premises, sees pupils scampering for safety anytime it rains, even as the learning process also has to be halted at such times.
This explains why parents and concerned residents of the area are urging the state government to come to their aid, by rehabilitating the school, and providing an enabling environment for the pupils to learn, in consonant with their rights to attend school in conducive environments.

The pathetic condition of the school first attracted the attention of The Guardian Newspaper, which carried a report to that effect in The Guardian on Sunday edition of February 7th, 2016. Ever since that publication, nothing has been done to improve the fortunes of the school.

This gross neglect suffered by the school, has provided a leeway for miscreants in the area to sneak in for regular Indian Hemp smoking sessions. They sometimes defecate in the open classrooms, thereby compounding an already bad situation.

When The Guardian visited the school last week, over 20 classrooms are without roof, just as empty plastic bottles and empty sachets of water jostled for space.

Some of the residents who spoke to The Guardian said they have on several occasions written letters informing the state government about deplorable state of the school, and the need to rehabilitate it, but without any positive response.

They said because of the ugly condition of the school, most of them had to relocate their children to other schools, adding that only indigent students still attend the school.

One of the residents Mr. Edwin Mathew, said parents of the pupils have raised the issue of renovation on several occasions with the school management during Parents Teacher Association (PTA) meeting, but nobody is saying anything about it.

Mathew said: “This school has been in this form for a very long time and nobody is saying anything about it. We have written letters to government but there have been no responses. We feel government has forgotten this school, and some parents have taken their children to private schools. Only a few parents still bring their children to this school because the school has been abandoned.

“I want to use this opportunity to beg the state government to come to our aid because our children are our investment so, we would not like to play with their future.”

A parent, Mrs. Kafayat Dada, said she personally wrote several letters, but when nobody responded, she visited the Ministry of Education in Alausa to inform them of condition of the school, but nothing has been done till date.

Dada said: “I have been to places to find out why the school has been abandoned, along with other parents because we suspected that government must have awarded contract for the rehabilitation of the school buildings. We found out that the contract has not been awarded, but I want to use this opportunity to ask Governor Akinwunmi Ambode, to come and rehabilitate the school for our children. We are not happy with the terrible condition of the school because it is an eyesore. Our children have right to school in a conducive environment like other children in the state.”

Secretary, Lagos State Universal Basic Education Board Oshodi/Isolo Local Council, Lekan Alausa Adekoya, explained that it was rainstorm that removed the roofs of the buildings in September 2014, and ever since the school management has written several letters to the state government, through the State Primary Education Board (SPEB), to rehabilitate the school, but nothing has been done.

He called on the state government to take the school building as a priority project, and rehabilitate it. He said: “As you can see, it is an eyesore and we do not like the situation. I feel one day it would be the turn of the school to be renovated because I believe government has not forgotten the school.

“One non-governmental organisation promised that it would rehabilitate the school for us in 2016, but because of the economic recession, the group apologised it would no longer happen. It is a project that would take millions of naira, so, there is nothing we can do on our own other than to write letters to government, which we did on several occasions. I know very soon by God’s grace something would be done because it is a public school and the children have right to stay and learn in a conducive environment.
“We try our best to see that the situation of the school does not affect the learning process. We thank God that we are in dry season because whenever it rains, the learning process is affected because of the open roof.

“Government should intervene in this matter. I know that government has other projects to handle, but it should make this school a priority project.”

Responding to the use of the school by miscreants and hoodlums for binging, he said, “We have arrested some of them before with the help of the police. We discovered that it was some children of some landlords in the area, including some tenants and traders in Oshodi market that litter the school environment.”

On Wednesday, we ran a story on the query the Bureau for Public Procurement (BPP) sent the Minister of Works, Power and Housing, Babatunde Fashola, over the award of 10 road and bridge contracts worth N166 billion.

The BPP said the minister and his ministry violated the laws guiding contract awards in Nigeria in the manner they selected contractors for the projects.

The procurement agency also asked Mr. Fashola to explain, among other things, why the costs of some of the projects were inflated and why some were awarded to unqualified firms. The construction of the roads and bridges, spread across the country, were appropriated for in the ministry’s 2016 budget. But hours after the story ran, Mr. Fashola’s spokesperson, Hakeem Bello, circulated a statement saying it was the valuation committee in his ministry, not him, which committed the procurement blunders identified by the BPP. He also made other hair splitting claims which sought to trivialise the serious issues of accountability raised in our report. Given that our first story was a long narrative of the issues raised by the BPP, and given that the minister may have been too busy to comprehend the key issues in that lengthy report, we believe it is necessary to summarise the issues into a few short questions for him to answer.

Mr. Fashola, below are the questions for you.

You claimed that it was the Evaluation Committee in your ministry that the blunders identified by the BPP and that you should be extricated from blame. But as minister, does every decision taken by the ministry not receive your approval before it is implemented? Does the buck not stop at your table? Did you not approve the report of the Evaluation Committee before it was sent off to the BPP?

Mr. Minister, why did you refuse to respond to specific issues raised by our report in the press statement circulated on your behalf by your media aide, Hakeem Bello, on Wednesday? Why did you try to trivialize serious issues of accountability and competence raised by the report?

Does it not worry you, Mr. Minister, that of the 10 first batch projects for which you sought Due Process Certificate of “No Objection”, none was able to scale BPP’s hurdle? That is like scoring zero over 10. What does that say of your leadership of the ministry?

Mr. Minister, you ran Nigeria’s wealthiest state for eight years. How come you did not know that your ministry should have submitted Environmental Impact Assessment (EIA) reports for the projects for which you sought approval? How come you did not know that EIA was a crucial aspect of project preparation?

Mr. Minister, can you educate us regarding why your proposed contract cost for the Kano-Zaria Road axis, with a distance of about 160 kilometers, was five times the cost of Kaduna-Zaria Road axis that is about 78 kilometres? Can you also explain why the cost is approximately 2.5 times the cost of Abuja-Kaduna that has about the same distance? Don’t you consider this as an outrageous contract inflation ploy?

Why did your ministry not know it was supposed to conduct and submit to BPP, Feasibility and Financial/Economic Studies for the projects?

Mr. Minister, If truly you have since answered the BPP query, why did your spokesperson, Hakeem Bello, fail to disclose this to PREMIUM TIMES when he was contacted for the story? Why did the same Mr. Bello who said he does not speak for the ministry but for you the minister, sign the ministry’s Wednesday statement?

Mr. Minister, why did you and your ministry turn a blind eye to what the BPP described as bid rigging by two companies- Messrs. Rahama Nigeria Limited and Messrs. F.I.K Global Limited – during the selection of contractors for the construction of Burga-Dull-Mbat II-Tadnum-Gobbiya-Badagari-Gwarangah-Sum Road in Bauchi?

Mr. Minister, the BPP accused your ministry of providing false and misleading information to it in what appears a desperate move to disqualify some contractors. Why did you allow that to happen?

Why did your ministry fail in 10 instances to adhere to the nation’s procurement law which demands that jobs be given to lowest bidders who have the financial muscle and technical competence and experience to deliver?

Universal truth is not measured in mass appeal. With the benefit of hindsight, we can begin to examine this case more objectively.

The Governor of Borno state-Shettima, ignored security reports and counsels from the Federal Govt and WAEC about possible security threat and why the exam should not hold particularly in Chibok. WAEC have shown the correspondences to this fact. But this man as the Chief Security Officer ignored these warnings and promised security for the girls. He betrayed the girls by failing to heed warnings and by allowing the exam proceed without security. He was a serving Governor and couldn't be prosecuted. https://www.thecable.ng/shettima-set-chibok-girls-says-fani-kayode

Now, this same man rather than communicate with the higher ups about the kidnap decided to keep quiet. His reasoning? He believed the President would have been briefed. By whom? By security agencies OUTSIDE his state. Or perhaps he was waiting for the President to call him first. http://www.premiumtimesng.com/news/headlines/201163-i-not-call-jonathan-chibok-girls-abducted-boko-haram-borno-governor-shettima.html

Based on this lethargy from the CSO of the state, it would be rational to assume probable cause for the President to proceed cautiously. It is pertinent to point out that coincidentally, the Governor was from the opposition party.

The agreement signed with the US, UK and France was for them to provide additional intelligence services and platform and the Nigerian security services will handle the intrusion. But these countries, particularly the UK didn't want that. They cited Nigerian military human rights record and wouldn't even provide the required platform. According to a former British High Commissioner to Nigeria, Dr Andrew Pocock disclosed that both the British and United States governments knew where some of the Chibok schoolgirls kidnapped by Boko Haram members were but refused to help or share that information. http://dailypost.ng/2016/03/21/uk-us-governments-knew-location-of-chibok-girls-but-refused-to-rescue-them-ex-british-high-commissioner/

As much as this was an emotional issue, it was also one of national importance. It's hard trusting your partners if they won't keep their end of a treaty, won't provide platform and additional intelligence service and glaring refusal to rescue when they had the chance.

In summary, there's a video of 15 of the Chibok girls the Government has had since December 2015, which CNN has now shown to the parents.

With the girls identified by the parents and some of their fellow classmates, I hope nobody is still out there calling this a scam.

PRESIDENT Muhammadu Buhari has expressed regrets that he did not become the president at a younger age as there is a limit to what he can do at the age of 72.

He made the assertion on Monday while addressing members of the Nigerian community in Johannesburg, South Africa, where he also vowed that the All Progressives Congress (APC) will "kill" corruption in the country.

The president, who recalled his times as state governor, petroleum minister and military head of state, also explained that he repeatedly contested the presidency because of his belief in the practicability of conducting free and fair election in the country.

He expressed confidence in the unity of the country, saying that even though there are some 'crazy' people who talk about the disintegration of the country, the country will never break up.

Buhari stated: "How I wish I became Head of State when I was a governor, just a few years as a young man. Now at 72, there is a limit to what I can do.

"But what brought me there I think mainly is because I love this country. I was in the war front for 30 months during the civil war. I lost a lot of loyal people to me, I lost relatives. A lot of Nigerians did too.

"We lost about two million Nigerians just to keep Nigeria one. So, nobody should come now and tell us rubbish. We are going to remain one country. God has given us another opportunity to reorganise this country. Those who work hard, the society will pay them back."

He said he had been told that there were 83 Nigerians in South African jails, disclosing that he would discuss the matter with President Jacob Zuma during his planned visit to Nigeria in the near future.

Buhari also revealed that he would inquire from the South African president about the whereabouts of the $9.7 million the Goodluck Jonathan's administration had transferred to South Africa for the botched arms purchase.

The president added: "I refused to speak from this draft speech because I wanted to speak to you from the bottom of my heart. Please, keep Nigeria's pride close to your heart, make sure you behave yourselves. If you find yourselves here, obey their laws. Where you don't obey their laws, you will have to bear the consequences.

"I'm told they are 83 Nigerians in prison, I don't know what they have done but I spoke to the President of South Africa this afternoon. He wants to come to Nigeria. There are issues he knows to talk about, I will certainly talk to him.

"I hope our ambassador will send a comprehensive report about the court cases, about those who lost properties during the disturbances and at that time, I will attempt to ask him about our $9.7 million which was not correctly transferred."

Former President Olusegun Obasanjo says President Muhammadu Buhari may not do well in economy and foreign affairs, except in military matters.

“Buhari is not a very hot person on the economy and foreign affairs,” Obasanjo said.

The former President stated this on Monday at the third International Conference on African Development Issues — themed, “Driving inclusive and sustainable development in Africa: Models, methods and policies” — organised by Covenant University, Ota, Ogun State.

While reacting to a question posed to him by a member of the audience: “Is there any hope for Nigeria under the administration of President Muhammadu Buhari?”, Obasanjo replied, “Is there any hope for Nigeria under this administration? I came back from Geneva, Switzerland a few days ago to attend a conference titled, ‘Are elections giving democracy a bad name?’ We had an election, we elected a leader and the good thing about democracy is that the power you have to elect a leader is also the power you have to remove him. I am saying this because I said earlier that if you don’t see any leader that has done well in the 56 years of Nigeria’s independence, then let us forget about Nigeria.

“I will tell you what I know and I will tell you what I don’t know. I know Gen. Muhammadu Buhari. He served under me in the military. His characteristics that I know, his behaviour that I know, he has not deviated from them. He was never a perfect man, he is not a perfect man and no leader can ever be a perfect man because they are human beings. But if you read my book, what I said about him is correct. He is not a hot person when it comes to economy. He is not a very hot person when it comes to foreign affairs. But he will do well in matters of military and he will do well in fighting Boko Haram.”

The co-convener of the Bring Back Our Girls, BBOG, group, Aisha Yesufu, has reacted to President Muhammadu Buhari’s letter to the Senate on why he cannot sack and prosecute indicted Secretary to the Government of the Federation, SGF, Babachir Lawal.

Recall that Babachir had been alleged to have diverted money meant to fight humanitarian crisis in the North East, and the senate had called for his arrest and prosecution.

But Buhari, on Monday had explained why he cannot honour the senate’s report calling for Lawal’s arrest, prosecution and sack.

In her reaction, Yesufu called out the President, saying the reason for his defense was because he was corrupt.

In a series of tweets on her Twitter handle‏@AishaYesufu , she called on Buhari to resign.

She tweeted: “Does the President need the senate to even sack d SGF? You must not only talk tough. You must act it.

“It’s surprisingly amazing. President Buhari that was using sachet of milk and beverage now carrying teapot in London. Wahala dey.

“I will rather die imprisoned for saying the truth than become Defender of the Corrupt like President Buhari.

“Democracy is not fraud. The win for me was that we changed a sitting government and we would again Insha Alla.

“If Pres Buhari @MBuhari has any shred of honour, character & integrity he should RESIGN. Enough of the damage that might last a generation.

“If President Buhari can clear someone that stole 200m from vulnerable IDPs in this type of recession, then imagine what he would have done in abundance.

“Either Babachir looted on behalf of Buhari or President Buhari has looted more and Babachir has evidence or PMB is going senile.

“In Nigeria when one is poor one is faceless, nameless and voiceless. President Buhari whom the poor supported massively just reaffirmed it.

“Rich Nigerians must get fair hearing. The rest can be lynched for whatever reason on the streets. Whatever you do, don’t be poor in Nigeria.

“In Nigeria it seems stealing is not crime. It’s stealing small amount or stealing while you are poor or with no connection that’s the crime.

“Rich Nigerians must get fair hearing. The rest can be lynched for whatever reason on the streets. Whatever you do, don’t be poor in Nigeria.

“And I would give up on it if you actually stood up for him.”

EXCLUSIVE: Sanusi Lamido, his CBN mistress and their sweetheart escapades
June 2, 2013

Twenty minutes to midnight on February 25, 2013, and a day before the board of the Central Bank of Nigeria was due to meet, Governor Sanusi Lamido Sanusi developed a craving for romance—he badly needed a kiss.

The governor, married, with children, grabbed his mobile phone and typed out a message. “Maybe you should come kiss me before board meeting tomorrow,” Mr. Sanusi wrote and then squeezed the send button.

At about 9 a.m. the next day, Mrs. Maryam Yaro, a married mother of two, an assistant director and subordinate to the governor at the CBN, arrived Sanusi’s unnamed Abuja hotel, seeking to keep the date and help address her boss’ craving for a kiss. (Insiders say board members, including those who live in Abuja, are usually lodged in hotels ahead of board meetings).

But by the time Mrs. Yaro left the hotel to return to her official desk at the CBN, the duo had also struck out an arrangement to spend the rest of the week together in Lagos.
So, in the evening of Wednesday February 27, Mrs. Yaro flew to Lagos ahead of Mr. Sanusi and checked into a hotel in the city, skipping work, at taxpayers’ expense, on Thursday February 28 and Friday, March 1.

To keep faith with Mrs. Yaro’s date, the CBN governor arrived Lagos, travelling on a chartered flight, on the night of February 28, and checked into the Federal Palace Hotel, passage and boarding all at taxpayers’ expense.
