Buying an iphone that is IC locked is pretty useless. There's a good chance that the iphone device is stolen or have gone missing since an IC locked phone means it's been locked through iCloud. I suggest you get a network locked phone instead, and once you have that you can look at https://www.unlockunit.com/ and have it unlocked from them.
