A suspected fake lawyer, who has practised for five years in Anambra State, Richard Udeozo, was on Wednesday remanded in custody by a magistrate, S. K. Kadurumba, in Owerri, the Imo State capital. Punch Metro learnt that Udeozo had jumped bail in Uli, Anambra State, some years back, after he was arrested for impersonation. He allegedly ran to Owerri, where he started practising as a lawyer in the chambers of a private firm, until luck ran out on him. The Chairman, Nigerian Bar Association, Owerri branch, Lawrence Nwakaeti, invited the police, who arrested him on March 23, 2017. He was subsequently charged with impersonation, forgery, among other offences, punishable under the country’s criminal code. The charges read in part, “That on March 23, 2017, in the office of the Chairman of the Nigerian Bar Association, Owerri branch, you presented a forged certificate of call to bar, dated November 20, 2012, which bears Richard Ikenna Amanoh, thereby committing an offence punishable under Section 467 of the criminal code. “That you, Richard Udeozo, on the same date, time and place, in the aforesaid magisterial district, did present a forged qualifying certificate from the Council of Legal Education, which bears Richard Ikenna Amanoh, and presented it to the Chairman, Nigeria Bar Association, Owerri branch, as a proof of having attended the Nigerian Law School and qualified to be called to bar, thereby committing an offence punishable under Section 467 of the criminal code.” The accused was equally said to have presented a forged change of name, which was published in a national daily (not The Punch) on September 24, 2012. The NBA Chairman, Owerri, Nwakaeti, who announced appearance for the association, told the court that the accused was a serial bail jumper, who had jumped bail in Anambra State over the same matter. He said, “In the interest of our legal profession, which is going down every day, I implore this court to refuse the accused bail.” The police prosecutor, S. N. Onwuchekwa, urged the court to exercise restraints in granting the accused bail, saying allowing him to walk out as a free man would put the lives of those who would testify against him in court in jeopardy. The accused, who defended himself because no lawyer agreed to stand in for him, told the court that his certificate of call to bar fell into water. He pleaded not guilty to all the charges and elected summary trial. The magistrate, Kadurumba, ordered that he should be remanded in custody until May 10, 2017, when the matter would come up for hearing. Femi Asu Nigeria has lost some of its market share in Europe, its biggest regional market, as crude oil exports from the United States penetrate more destinations. The US had in December 2015 removed the 40- year -old restrictions on its crude exports following the rapid growth of its oil production from 2013 to 2015. The US Energy Information Administration said on Tuesday that the country exported crude oil to 26 different countries in 2016, compared with 10 countries the previous year. Among the countries were buyers of Nigeria crude including Netherlands, China, Italy, the United Kingdom, Colombia, Singapore, Peru, France and Spain. The US crude oil exports averaged 520,000 barrels per day in 2016, 55, 000 bpd or 12 per cent above the 2015 level, despite a year -over - year decline in domestic crude oil production, the EIA said. According to the agency, in 2015, 92 per cent of the US crude oil exports went to Canada, which was exempt from the US crude oil export restrictions. After restrictions were lifted , Canada remained the top destination but received only 58 per cent of the US crude exports in 2016. The EIA said, “ Aside from Canada, European destinations such as the Netherlands, Italy, the United Kingdom, and France rank high on the list of the US crude oil export destinations. “ The second - largest regional destination is Asia, including China, Korea, Singapore, and Japan. In 2016, the United States exported to eight different Central and South American destinations, including Curacao, Colombia, and Peru. ” The Netherlands , which is one of the biggest European buyers of Nigerian crude , received 38, 000 bpd of the US crude oil in 2016, making it the second -largest destination after Canada. The country’ s monthly import of Nigerian crude oil plunged to an average of 3.7 million barrels last year , up from 9.1 million barrels in 2015, data from the Nigerian National Petroleum Corporation showed. Italy bought 23, 000 bpd of the US crude oil; China imported 22, 000 bpd, while the UK and Colombia purchased 17, 000 bpd and 9,000bpd, respectively. Singapore received 11, 000 bpd of the US crude oil; Peru, 7,000 bpd; France, 7,000 and Spain bought 4, 000 bpd, the EIA data indicated. Spain saw its monthly import of Nigerian crude fall to an average of 4.7 million barrels in 2016 from 6.1 million barrels, while that of France averaged 3. 4 million barrels compared to 4.1 million barrels in 2015, the Nigerian National Petroleum Corporation’ s data showed. According to the EIA, several factors appear to have contributed to the rise in the US crude oil exports in 2016. It said increased crude oil imports in 2016 substituted for some domestic crude oil at the US refineries, allowing higher exports despite lower US production and increased refinery runs. Low tanker rates for most of 2016 helped to narrow the price spread needed to allow for an economically attractive trade between the US and overseas markets. “With the average daily volume of crude imports more than 12 times the average daily volume of crude exports, many tankers were available for ‘back -haul’ voyages at rates significantly below regular tanker rates, likely further reducing the cost of reaching export markets, ” the EIA said. Meanwhile, Nigeria's crude oil exports are set to rise to 1.66 million bpd in May, according to a loading programme compiled by Reuters on Tuesday. The country’s crude oil programme for the month is up from April ’ s revised loadings and puts Nigeria just above Angola’s planned exports of 1.61 million bpd in May. While Nigeria had consistently been Africa ’ s largest oil exporter, its loadings have fallen below those of Angola several times over the past year as it dealt with militant attacks on oil infrastructure in the Niger Delta. The Senate, Tuesday, suspended the confirmation process for two weeks within which they demanded Mr. Magu’s sack. But Mr. Sagay was reported by Punch on Wednesday to have said: “That action is childish and irresponsible. Do they think Buhari is a man that can easily be threatened? My God! How can people of such character occupy the highest legislative office in the country? Nigeria is finished. “It is a great mistake and they will regret it.” The Deputy Senate Leader, Bala Na’Allah, on Wednesday read Mr. Sagay’s comment to his colleagues who subsequently resolved to summon the senior lawyer to appear before the committee on ethics, privileges and public petitions to explain his statement. In reaction to the Senate’s decision to summon him, Mr. Sagay said the upper chamber's resolution was unconstitutional. “They ought to know that I do not come within the category of persons they can summon,” said Mr. Sagay. “I would advise them to tell their lawyers to check the Sections 88 and 89 of the Constitution. Through that, they will know I don’t come within that category.” “They don’t have authority to summon me. I am outside the group of persons they can summon. I am not a civil servant, I don’t belong to any commission or any…” The parts of the Constitution cited by Mr. Sagay empowers the Senate or House of Representatives to direct investigation into the conduct of affairs of ‘any person, authority, ministry or government department charged, or intended to be charged, with the duty of or responsibility for executing or administering laws enacted by the National Assembly.’ Then, the law further provides that such shall only be exercised by the National Assembly for the purpose of making laws ‘within its legislative competence’; amending laws; and exposing “corruption, inefficiency or waste in the execution or administration of laws within its legislative competence and in the disbursement or administration of funds appropriated for it.” Section 89 establishes ways by which the National Assembly can enforce Section 88 paraphrased above. Asked if his work as the chairman of the presidential anti-graft committee does not fall within the category mentioned in the Section 88 of the Constitution, Mr. Sagay who was quoted by Premium Times said, “That’s why I said they should look at the Constitution. My work comes totally outside of their power. “I’m not going to give those details now; but if they are foolish enough to insist on my coming, at the appropriate time and at appropriate venue, all the details will come out “But now let me just make general statement: they have no power or authority to summon me.
