Because low qualifications are also needed to work with the FEWER high qualifications people.
For every one graduate Engineer, you need several HNDs, more several ONDs and even more several school certificate holders.
Unfortunately, one man who does not even have school certificate is our president.

I'm also a Civil Engineering student... If really you want to do your IT I'd advise you do it in a construction firm where you'll get your dough in full and also get a better understanding about the course...

You can apply if you already know your result will be ready before you are called to test. Also you have a minimum of lower credit.
