i can rate the indian MIG 21 bisons only as i am not familiar about the other variants.

though it may surprise u , it came close to 4 generation capabilities, not by specs for specs criteria, but in terms of its effectiveness.

multi functional coherent Doppler-pulse airborne radar "Kopyo" with slot antenna which could track 10 targets and engage 2 simultaneously.

onboard digital computer

helmet-mounted target designator aka HMS where the pilot can launch the AAM by simply turning his head towards the target especially at high off bore angles.

double screen (HUD and CRT) display system

stores management system

inertial navigation system, air data computer system, digital short range radio navigation system, onboard radio command receiving equipment

conformal israeli CMDS by Elta

new electric power supply system, controlling and recording system

generally mig 21 were very good aircraft's of its period and still is

surely among top 5 fighter aircrafts of modern age

u gotta be like the Israelis, if u need to import a fighter , get it , then work on it , to get the most out of it.
