The way "stealing is not corruption" was Jonathan's undoing, "Abacha did not steal" has been Buhari's undoing.

Buhari publicly stated that Abacha, the grandmaster of looting the public purse, did not STEAL. Yet some people believe he is serious about fighting corruption. Tell us another thing.

In as much as I believe there's corruption going on under this government, the looting the report is talking about took place under Obasanjo's regime.

The investigations specifically focused on the $505 million Abacha loot recovered from Swiss Government in 2004 which the government under President Olusegun Obasanjo committed to financing specific projects under the Millennium Development Goals (MDGs).

However, the findings conducted by the CSOs early this year revealed that most of the projects were either not carried out or were abandoned.

Very true! Though the looting was minimal during the Obasanjo administration it skyrocketed under the Jonathan Administration. Here are the facts
$1bn was appropriated annually for pro-poor projects and this fund was controlled by the Office of the Senior Special Assistant to the President on MDGs - (OSSAP-MDGs). since 2007, this office received the FG component of this money equivalent to $750m dollars while the states received $250m. The naira equivalent of this was pegged at 120billion annually to be spent on attaining the MDGs. An SPV was created, the Conditional Grants Scheme (CGS) office and this office got 64 billion annually to implement projects in the states and local governments. Under Amina, this office had some great achievements however when Gbeneol was made SSAP there was monumental fraud carried out especially in the CGS unit! These NGOs need to look deeper, this $505m is just a tip of the iceberg. $18bn paris club debt write-off was also channelled to MDGs though this was meant to be spent over 18 years starting from 2006. Like i said $1bn was appropriated every year since 2006 to the MDGs.
I'm not a whistle blower so i won't give details on the monumental fraud that took place in this office ...i don't need the 5% ...if they can raise it to 20% she...i'll sing
