Not impressive at all you people celebrate mediocrity. If states weren't holding LG money hostage and gave them proper autonomy they would handle these small projects themselves. Please note state local and federal government need to work together in these sort of things.

In a true federalism,the FG would be focused on Military and Foreign Affairs,not concerned about boreholes and farmlands.
