Let's not forget the fact that these pictures show private developments in Lagos.

Lagos is the most developed part of Nigeria because of the private sector that has thrived for over a century. Even during the military and colonial eras.

That's Victoria Island. It's between Nigerian Law School and 1004 estate. You can see Civic Centre in the background.
