This is an avenue to educate the illiterates that assumed PMB letter doesn't imply transmission of power to Osinbajo rather he was named as coordinator of the presidency. Let see who will sign the budget since he his a coordinator.

It's amazing that it seems only you and I have been able to notice the fact that NAss waiting for Buhari to be gone before they pass the budget. I dread to think what they have done to the budget Buhari submitted.

You must be a great thinker to have made this observation that it seem 200m others were unable to make.

Delay is not Presidency's fault, they submitted budget summary in October but NAss rejected causing the later presentation in December 2016.
PDPGuy:
A law that compels the presidency to submit its budget estimates no later than 80 days before the start of the new fiscal year, needs to be enacted

It's bad that civil servants and even govt contractors would be owed salaries and project fees due to late passage of the appropriation bill.

There is a clause in the Appropriations bill which provides that the budget shall be implemented for a 12-month period, starting from the day it is signed into law. So, in theory, this 2017 budget would last from May 2017 - May 2018.

In that case, the law would compel the Presidency to submit a budget estimate to the NASS, and the NASS to pass an Appropriations bill no later than 9 days before the start of a new fiscal year (Jan 1 - December 31). There has to be a level of certainty with regard to government expenditure which also affects the finances of its civil servants.

The same useless clowns in NAss you expect to pass such a useful law? A more useful law could be to say if budget is not passed by NAss within 3weeks of having it presented to them the budget should be considered passed as it was presented.
