well let me summarize it

it says 70% of ibadan is slum with derelict housing and of 19th century lowest quality residences and are characterised by severe deterioration.

It also says the city's highest population density has no identifiable sanitation facility.....

Wait, wait, wait, is there anybody still living in Ibadan? That's why I think Buhari government is a total failure, how can he allow people to be living inside Ibadan with this risk of epidemic and plague as the dirty environment can cause civilian deaths?

They should bulldoze the whole of Ibadan and sell the lands to people from south e. to develop grin

that is a good sign of increasing industrialization. it is not more polluted than lagos...

by the way, we are talking about standard of living. ibadan people are poor, hungry and can afford decent living..
