Well judging from ur own perspective I understand all u av av said.The reason I said wat I said is because something similar once happened in my former area.Some guys were playing football in an open field and the ball went into d next compound. The guy dat volunteered to go was electrocuted.The owner of the house was a retired colonel and there was no warning sign in d barbwire,which is very wrong.Anybody could b a victim.

No one should ever try to force themselves on another person's property. That guy in your story was very foolish. You know some places abroad, the owner of the house has a right to shoot any stranger he finds in his house dead and nothing will happen to the owner? It's a big breach of safety and security to enter anybody's house without permission. If you enter anybody's house or attempt to without permission then whatever one gets there has to be taken in good faith.

Nothing will happen to that General because all the boys needed to do was knock to retrieve their ball. I even doubt that story because one must really be crazy to jump another person's fence to get a ball. That is a very drastic action don't you think? What will he tell the owners he jumped their fence for?

Can you just imagine such in your own house? Will you not be angry and feel unsafe that any street kid can just scale your fence? Don't underestimate the psychological damage done to house owners who experience robbery. How can one not be at peace in their own home?

And who gave anybody right to connect live wire to a fence which anybody can touch even inadvertently and die. As bad as robbery is, death is not the penalty and it is not within the right of anybody to deliver death penalty to another only the government can do that except in Nigeria where anybody can take the law into their hands. I hope law enforcement agencies are looking to investigate this and clarify the law whether it is lawful to connect live wire to a fence.
