Bro he is right. He just wrote the truth of the matter. If you're a Catholic recall that it's a sacrament, this sacrament is used for deacons, priests and Bishops. The ordination of Bishop is hence the fullness of this sacrament. Even in Catechism; Catholics are taught this.
