The simple answer to that is because Nigerians are the most fantastically corrupt people as per your president so who can trust them. If you employ a Nigerian, the first thing they do is that they will start looking for your bank card and cheque book or if they have access to sensitive information will look for how to sell it for money.

They will never hire Nigerians for sensitive positions within their embassy but look at Nigeria.....very useless country! I heard this to be the case in Malaysia too. Hiring Malaysians to work at the Nigerian Embassy. Nigerians don't value each other and will always give preferential treatment to foreigners over their own both home and abroad. And then you wonder why being patriotic to this country is a total waste of time and energy.

When you don't know something just keep quiet. Go to the US embassy and see the number of Nigerians working there. It's naturally cheaper to hire a local than bring in someone from your country whom you have to provide accommodation and other logistics.

Nigeria embassy officials are same every where. They use foreigners because of the secret deals they do. Some use the foreigners to get visa Applicants who they issue Nigeria visas through the back door. Hausas and yourobas are more on that. They hate ibos. I hardly visit Nigeria embassies any where. Who would they have employed from Nigeria? Is it the illiterate Amajiris or gworo Abok!s? Ofcause not, the few among them which they consider intellectually manageable has been exhausted, do you now expected them to employ the Fulanis that are in the bush busy with plans for terrorism attacks? Or the the Abok! who is down the East on environmental assignment in the guise of shoe mender? Ofcause not, or you want them them to employ the 5% infidels from the South?
