Am applying for "Assistance Inspector Cadre" post.

Though their is no separate application page Separately for Assistance Inspector cadre, so I selected Inspector cadre, I have filled all the requirements there, but their is NYSC discharge no which I don't have, and I have to fill "Nil" then on Lock data page (last page ) whenever am clicking lock my data, the message am getting is "Record Cannot be Saved".
I want to know if anybody has encounter this problem before and any possible solution.

It seems their is specific number of applicants that can lock data in a day.
A friend of mine was able to lock his data 2days ago.
