That is because Lagos is the most populated state in Nigeria... more than Kano (in the 2006 census, Tinubu extended the date and they got over 12 million inhabitants as against federal govt's over 9 million that they counted)

And Lagos also has the highest population density in Nigeria.

Population density is population divided by land area.
