You need one of the PCs to have Wi-Fi and LAN connectivity. You share the Wi-Fi access to the other PCs via the LAN port which is connected to a switch.

What happens when that PC connected to the internet goes down.

The internet goes down when the host computers is down too. U need a switch to connect all the desktop together.U shldnt have bought a MIFI but since thats what you have then ure good.
If ur MIFI connect to the internet through USB then u dont need a wifi on any of the computers.But u will still need a stand alone system to do the sharing.

Use D-Link wireless network card on all the systems and connect to the internet

You need to get a switch, if you're mifi does not have ethernet ports. You'll need to use cables to connect the 4 computers to the switch, then connect the mifi to the uplink port of the switch.
