A Texas cop was charged in the death of his son after the child drowned while he was allegedly arguing with his estranged wife. Raymond Licon Jr, 27, had both of his children with him in his apartment on June 20 when he got into an argument with his wife through text messages around 8.34pm, according to KXAN.
