Naturally, men have a tendercy to survive. If the Oil stops, each state must generate revenue to sustain the economy.

Dont be limited, Oil is not everything. For your information, each state has an internally generated revenue.

It is unrealistic to expect a nation to develop overnight an alternative income base. It can decades to build up other resources to anywhere near the current oll and gas based receipts.
