If the issue is Financial (ie unwilling to spend), you can blame Roman.

If the issue is Choice of player eg 2012 when Roman released loads of money for Emenalo to sign lots of wingers but Emenalo refusing to allow RDM just £10m Wanyama signing to strengthen his midfield, then you can blame Emenalo.

Whatever the case we just need to beef the squad as it's really thin right now. Roman can't afford to sack Conte for non performance when he wasn't given enough ammo to work with.
