He got Hadiza Bala Usman the MD of the NPA to bribe the National Assembly members on his behalf. He wanted them to declare Buhari incapacitated, Osinbajo the substantive President with himself as Vice President. That was when he wrote that open letter to Buhari.

Buhari's return and remarkable improvement in health has made El Rufai look foolish.
