It's either the owner of the business lied to Nysc about their business or the lady requested to be posted there.

This is impossible. This can happen if she chooses the ice cream shop as her PPA. It even takes a little process to do get it done because you will have to collect a letter from them and take it to the secretariat

Not impossible in North. Back in 2007/8, a friend was posted in a fura d'nunu producing company and she didn't step her foot there for one day.

We used fluid to clean it and wrote the name of a ministry and she was accepted by them.

This is a lame way to spite NYSC

It's not uncommon. In fact I have a friend that was posted to a kiosk she later asked for rejection letter.
