From what I understand he's interested in joining a club that can offer him the opportunity to play in midfield. He doesn't want to play the wing-back role as will most likely be required of him at Chelsea. He believe he can affect the game more breaking deep from midfield with his outrageous pace. Unfortunately for him, Chelsea already have Kante, Bakayoko, Fabregas and most likely Drinkwater in that department.
