I am not sure one can predict correctly which glass get filled first from just the diagram with out additional info.
For example, the first glass will fill up first if the source tap pressure is so big compare to what is lost as a result of ordinary gravity at point tap 2 and 3.

Reasons;
1. Water from the tap going into glass 1 can't fill up glass 2 because the outlet from glass 1 into glass 2 is locked, if you look closely! I know some of you didn't look well..

Very correct! Just noticed the blocked tube from 1 to 2.
