I am not sure one can predict correctly which glass get filled first from just the diagram with out additional info.
For example, the first glass will fill up first if the source tap pressure is so big compare to what is lost as a result of ordinary gravity pressure at tap point 2 and 3.

LOL!I was here postulating theories, never knew it was a sight test rather than a science one.

Nooo is 7. Notice that the pipe to 5 is higher than that of 7. The water will keep trickling down and until 7 gets filled before the water rises up which would in turn fill 5.
