u don't use $$$ for budget but local currency. $$$ come into play when it involves international trades or foreign revenues. does KSE(Kenyan stock exchange) deals in $$$??. if ur budget is $20b, why is it hard for u guys to pay $3.8b for ur SGR?? $20b of an $80b economy is 25%, even US's budget for 2016 was -3.2% of their GDP. , SO HOW CAN UR BUDGET BE 25% of ur GDP?? . funny guy!

u can convert that and see ur budget in dollar... no country on earth converts annual budget to dollar. if u wanna compare annual budgets, u use % of GDP for both countries. any country with bigger % has a bigger budget. mumu.
